We’ve handed you some challenges over the last few days! Even with EVERYTHING on your plate you have managed to handle each one in a timely, professional, and thorough manner. And you have a smile at the end! I don’t know how ESC keeps it all straight given the size and complexity of AT&L’s portfolio – not to mention ESC always take time to communicate so well with all of us! For someone so new you have certainly picked it up and got it going very quickly! We appreciate it – and you!
Your performance has been outstanding since you began the contract in FY 2006:
• Your efforts to support the 2010 President’s Budget submission were directly responsible for OUSD (AT&L) meeting all OUSD (Comptroller) and WHS FMD suspense. ESC ensured the budget justification documents for 62 RDT&E Program Elements, 5 Procurement Line Items, and 28 O&M accounts were prepared for submission. To do so, ESC maintained both the Defense Technical Information Center (DTIC) Extensive Markup Language (XML) Tool and the Budget Justification System (BJS) to provide the OUSD (AT&L) staff the appropriate tools. ESC coordinated across the OUSD (AT&L) staff and ensured everyone understood the standards and timeline. ESC also maintained the funding controls for over $13B across the FY DP in 4 appropriations. This required ESC to correctly execute 25 transactions correctly within the Executive Information System (EIS) and ensure both the XML Tools and BJS funding met the funding controls.
• ESC has been able to simplify the EIS change process resulting in a seven day process being changed to a matter of minutes!
• ESC has noted system errors and recommended appropriate changes to correct the errors.
• ESC Team has demonstrated a willingness to volunteer to help with tasks outside your “mission area” in order to help the organization.
I want to recognize, Mr. Christian Hicks and David Stewart (ESC’s employees) for their outstanding work, dedication and total understanding of urgency to complete an assigned tasked.
On October 15th 2010, they were tasked with closing approximately 800-900 cases in Background Investigation Tracking System (BITS), File Making (FM) database and clearing any other old backlogs they had by November 1, 2010. They completed this task 3 days ahead of schedule, exceeding our expectations and time frame.
They demonstrated their ability to understand the task, get the job done and complete it in a timely manner. They also demonstrated initiative by beginning their other duties without instruction and directions from the FTE Team.
Please recognize them for their hard work and dedication to getting the task done.
ESC employee received “Superior Performer” award for the contributions he made to the overall mission accomplishment when the Office of Intelligence and Analysis underwent a comprehensive inspection conducted by the Information Security Oversight Office. Through the tireless efforts of ESC and our “can-do” attitude, the Office of Intelligence and Analysis, Security Division was rated “Above Average” on their Security Program Management. ESC staff worked tirelessly in preparing for the inspection while maintaining the high level of support they provide on a daily basis which clearly demonstrated their commitment to mission accomplishment. The “Superior” performance of ESC, Inc. staff reflects great credit upon ESC, this Office and the Department of Homeland Security and is recognized by both internal and external customers.
ESC Team successfully demonstrate leadership and professionalism by their preparation for and administration of the recent Intelligence and Analysis (I&A) Information Security Oversight Informal Review. ESC Team conducted informal reviews for seven I&A Divisions. Each review included classified handling, safe-guarding, a declassification management of documents. ESC Team personally interviewed more than 30 classifiers and handlers of classified information and reviewed 70 original and derivative classified document in accordance with the Information Security Oversight Office (ISSO) Directive One (1), and the I&A Security Classification Guide. ESC Team aggressive involved in security education and training and their advice has been a great help, especially in the correction of discrepancies. As a result of these reviews, ESC’s Team has developed four security education lesson plans and has provided individual training to 67 federal and contractor personnel, many of whom has taken time to share their comments regarding ESCs professionalism an encouraging attitude. ESC Team accepts the challenges of creating and growing security awareness within I&A. Their team is focused and driven, yet tempered by experience. ESC has been very responsible in all tasks assigned to them. For example, in August 2009, ESC effectively provided online classified products that had been requested by Office of Security. These on-line documents were reviewed by the Information Security Oversight Office (ISSO) as part of a semi-annual inspection. Overall, ESC creates an environment that encourages employees to work together as a team and that barriers to succeed are minimized. The “Superior” performance of ESC, Inc. staff reflects notable credibility upon ESC, the Department of Homeland Security, and the Office of Intelligence and Analysis.
For a superb demonstration of Control Management System (CMS), and Budget Justification System (BJS) for WHS FMD and the thorough description that you provided the Executive Information Systems (EIS) and its capabilities which you briefed to the SES level customers on Friday, 11 May, 2007. Additionally, thank you Peter for your tireless efforts and the great work you are doing on the development and integration of CMS & BJS, improvement of EIS, and expanding the user basis of these systems!

Recognize Ms. Tangela McCurdy for “Outstanding Performance” and support to the Joint Task Force – Global Network Operations (JTF-GNO) mission. In the short time that Tangela has been here, she has been instrumental in diminishing the excessive back log of work, ensuring all submitted paperwork is completed within a timely manner, compiled a comprehensive filing system for visitor requests and exhibits superior customer service skills. Tangela was also involved in the training of incoming personnel and provided supervision of tasks assigned and has effortlessly handled office operations during my absences which have further solidified my confidence in her abilities and performance of her duties. Overall, Ms. McCurdy is going above and beyond contract expectations in every facet. Please pass on my thanks to her for a job well done!
Thanking ESC Watch Officers that supported surge requirements for the Base Realignment and Closure (BRAC) of the JTF-GNO. We were informed of the JTF-GNO Watch Officer’s intent to transition to Ft Meade as based on the BRAC law enacted in 2005. By law, the JTF-GNO must be re-located to Ft. Meade, Maryland by September 2011. The JTF-GNO stated they will begin transitioning in January 2010 and final operational capability established no later than July 2010. However, there were many changes on-going currently at the national level and in the Department of Defense regarding the organization of cyber efforts and the impending establishment of U.S. Cyber Command, also to be located at Ft. Meade. The establishment of this new Command accelerated the timeline of our client’s move to Ft. Meade, MD.
“I just wanted to follow up with an email regarding our discussion about Marion (Watch Officer). Marion has been a great addition to the team and shown initiative throughout many facets of the Intel Watch tasks. His most recent task of assisting in the development of a J2 Bulletin regarding threats to BlackBerry devices have been well received in the community. Marion is more than just a watch stander. He is taking the initiative to be an Intelligence Analyst as well. With the transition to Ft. Meade, watch standers are going to be expected to take on more analytical work. Marion is providing a good bench mark for other member of the watch to emulate. I just wanted you at ESC to know the Marion’s hard work and dedication has not gone unnoticed here.
Our Deputy Commander at the JTF-GNO recently announced the 4th Quarter 2007 achievement award winners. The Technical Team Award was awarded to our J25 Joint Threat Incident Database Team, of which Tremain (Web Developer/Knowledge Manager) is an integral part. (Below is the Award nomination).
